Await PUC Determination

On October 24, 2022, Texas PUC staff requested comments regarding whether certain capital, operating, and maintenance costs should be incorporated into transmission cost recovery for distributed resources.

Responses came from ERCOT, distribution utilities, power companies, and municipalities.

01

ERCOT’s Operational Considerations

ERCOT noted that distribution-connected resources may ease congestion and support reliability, but their availability can depend on the feeders on which they are located.

The submission distinguished dispatchable distributed generation and storage resources from settlement-only resources, including treatment of ancillary-service participation.

02

CenterPoint’s Cost-Recovery Comments

CenterPoint recommended approaches to recover interconnection and distribution service costs through utility delivery rates and dedicated distribution-storage charging rates.

The parties differed on which infrastructure costs should be recovered from individual projects or spread more broadly.
